I'm not sure what article you read but I don't think that's the take away. As he said, Right to work states or union state, it doesn't matter. The issue, as it always has been is money. Schools in affluent areas, with smaller class sizes and better facilities perform better. There have been numerous cases where urban schools with adequate resources and dedicated teachers have performed at the highest levels.

First - credit unions are not-for-profit financial cooperatives that return profits to members (customers in banking parlance). A bank, on the other hand, extracts profits from custiomers and gives them to shareholders. As a cooperative, the credit union business structure is entirely different.
